The Occupational Health and Safety (CE) Act 1991 provides the framework within which the Regional Aviation Group Safety Management System functions. The role of the Regional Aviation Group Safety Committee is to preserve operational capability by effectively managing workplace safety. I reinforce my commitment to the implementation of the Act and to the promotion of a safe and healthy working environment in the workplace.
Regional Aviation places great value on its human resources. The health and safety of Regional Aviation Group personnel and contractors and visitors to our facilities is paramount, and for this reason the legal and moral obligation of ‘duty of care’ under the Act is to be exercised.
Management responsibility for the safety and health of our personnel is intrinsic to the Regional Aviation Group Safety ethos. I require managers and supervisors at all levels to embed effective safety management principles and risk management procedures in planning for all administrative, training and operational activities while maintaining focus on achieving the task or mission.
Managers at all levels are to implement measures to ensure:
- Operational focus is maintained in parallel with safety management.
- Regional Aviation Safety Committee members take a pro-active approach to reducing the incidence of injuries in the workplace.
- Base Safety Management Systems operate effectively IAW direction from the QA/Safety Manager.
- That all equipment and substances being introduced into the Regional Aviation Group workplace are subject to risk assessment and that control measures are implemented to minimise any associated risk.
- Risk Management is integrated into planning and conduct of all operations, training, administrative activities, and for the control of hazards in the workplace.
- Personnel hold appropriate qualifications and certification of competency for conducting instructional training, supervision, operation of plant and equipment in the workplace, and that appropriate OH&S training is delivered collectively and to selected personnel with additional safety responsibilities.
- Visibility of safety performances is provided through incident reports and safety management systems audits and safety inspections.
- Compliance with the accident and incident reporting requirements.
The success of any safety system depends on the safety consciousness and participation of all personnel within the Regional Aviation Group workplace. All members of the Regional Aviation Group are to comply with the requirements of the Act, this Policy Statement, and all other authorised applicable publications and directions to ensure safety in the workplace.
I encourage and reinforce open lines of communications between management and staff to take a consultative and co-operative approach towards a common goal of ensuring a safe and healthy workplace. Our employees have a right to a safe and healthy workplace environment and share the responsibility for working safely to achieve our objectives.
The objective of safety management within the Regional Aviation Group is the preservation of operational capability through the prevention of workplace accidents. I emphasise that safety management is a core function of management, and I hold managers responsible for their level of safety performance.
